Short answer: If you mean on a commercial international flight, then no.
In the last three months, only one flight flew to to Cairns (see chart below). Since Cairns does not have an international arrival cap for commercial flights, this flight was most likely a one-off repatriation flight organised by the Australian government (DFAT).
